Vision Statement for Enterprise Resource Planning At Florida State University

Overview

As a result of a recent constitutional amendment by the voters of the State of Florida and related statutory changes, the Florida Legislature determined that the state's integrated budgeting and accounting system, FLAIR, would no longer be available to the universities. To cope with this situation, Florida State University (FSU) chose to evaluate enterprise-wide software solutions through an Enterprise Resource Planning (ERP) project. ERP solutions are integrated packages of software applications, all of which share data and facilitate online management of business processes including, but not limited to, budgeting and accounting.

PeopleSoft, Inc. was chosen as the vendor to provide the enterprise, or campus-wide, integrated systems. In September, 2002, FSU purchased all of the PeopleSoft university management modules. The immediate plan is to replace financial systems by July 1, 2004. Current human resource and payroll systems will be replaced by January 1, 2005. FSU has named the entire suite of applications the OMNI System (Online Management of Networked Information).

In the future, other purchased but unused university management modules should be considered for the replacement of legacy or other non-OMNI systems whenever it is beneficial to the University. Continuous evaluation for maximizing OMNI is needed to take advantage of the full power of integration.

The Mission

Our mission is to ensure a smooth transition to and ongoing maintenance of the OMNI System resulting in:

  • Stability and continuous improvement.
  • Continuous evaluation of future implementation of other purchased but unused modules.

 

OMNI as the Primary System

  • The OMNI System is to be the foundation for all FSU systems wherever beneficial to the University. Continuous consideration will be given to the inclusion of all business processes in OMNI.
  • OMNI implementation will be "plain vanilla", with the minimum number of modifications. All modifications must be centrally approved.
  • Necessary integrated systems and requirements will be maintained.
  • All online systems at Florida State University will have a single point of access.
  • Continuous improvement of end-to-end processes including workflow and self-service will be emphasized.
  • Integration of systems through OMNI will minimize the need for shadow systems.
  • The OMNI system's numbering schema will be used as FSU's numbering schema, wherever possible.
  • OMNI will strive to maintain an optimal balance between internal controls, security, legal requirements and efficient and effective business processes.

 

Access and Information

  • The appropriate central office will provide University management reports.
  • Specialized management reports needed at the unit level will be directly accessible by the unit whenever possible.
  • OMNI configurations will meet Division of Colleges and Universities (DCU) and other external reporting requirements.

 

Maintenance and Support

  • FSU will be as self-sufficient as possible in using and maintaining the OMNI system.
  • The delivered PeopleSoft tool set will be utilized for implementing and maintaining the OMNI system.
  • The Functional users will be responsible for the OMNI applications and associated business processes.
  • Technology staff will be responsible for supporting the functional users in maintaining their applications and the OMNI system's technical architecture and upgrades.

 

Training, Skills and Campus Communications

  • Employees will be continuously trained to use the OMNI system and to keep current in new offerings.
  • Communication between OMNI support services and the University will be continuously improved by the deployment of a customer-focused support organization.
